I live in san jose, can I work at Cold Stone creamery, and how do get a work permit if Im 14?

Look on the net for the Department of Labor for your state. Either that or your school might have it...

Well first off congrats for getting a job so young! When I got a job at 15 they issued work permits in the school office, so just ask around there. If you aren't in school currently, I'd probably check city hall or something. Oh an also, you're probably actually looking for the work permit application, you have to have your school, your parents, and your employer fill out some basic info, then you turn it in to whoever gave you the application (if you are in school they are usually the one who fills in the school portion of it after you've had parents/ employer do their thing) They usually will have the actual permit for you within a couple days.
